Government regulation is ubiquitous today in rich and middle-income countries--present in areas that range from workplace conditions to food processing to school curricula--although standard economic theories predict that it should be rather uncommon. In this book, Andrei Shleifer argues that the ubiquity of regulation can be explained not so much by the failure of markets as by the failure of courts to solve contract and tort disputes cheaply, predictably, and impartially. When courts are expensive, unpredictable, and biased, the public will seek alternatives to dispute resolution. The form this alternative has taken throughout the world is regulation. The Failure of Judges and the Rise of Regulators gathers Shleifer's influential writings on regulation and adds to them a substantial introductory essay in which Shleifer critiques the standard theories of economic regulation and proposes "the Enforcement Theory of Regulation," which sees regulation as the more efficient strategy
Andrei Shleifer is Professor of Economics at Harvard University and recipient of the 1999 John Bates Clark Medal. He is the author of Without a Map: Political Tactics and Economic Reform in Russia (MIT Press, 2000) and other books.
It is a very nice "picture" book; however, it isn't a good pattern book. Southerners, on the other hand, looked to spread slavery through the territories as a way to maintain their own unique form of white supremacy.
Another critique of Oakes' work comes in the form of his perpetuating of the American `yeoman' farmer myth. Hey! Andy was flesh and blood after all. I speak this language fluently and linguistics being my field, I'm always trying to keep up with the grammar of Latin, Spanish, English, French and Italian so when I see any books on grammatical updates I am of course interested. It doesn't go into explicit detail, but you can't miss the meaning and what happened.. Keith Thomson has done extensive research on the man who many regarded as a dilettante.
